Goal
To ensure a well-organized library system with a vast collection of information and education materials relative to the academic programs of the University and the societal demands of the region.
Objectives
1. Develop collections of materials that support, enrich and satisfy the curricula and research needs of stakeholders;
2. Effect a universally-accepted library system of organization and circulation;
3. Ensure the provision and maintenance of efficient facilities and equipment for quality library service and operations;
4. Ensure the employment of committed and competent library personnel in the delivery of library services;
5. Establish linkages with local, national and international academic and research networks for updated technology information;
6. Provide the library personnel a dynamic program of professional development;
7. Develop and enforce a monitoring and evaluation system of library performance for the identification of improvement strategies.
The CSUCC Athenaeum traces its roots back to humble beginnings. What began as a classroom-sized library in the mid-fifties evolved into a spacious, concrete library in the 1960s, housed within the first constructed academic building. The library thrived there over the following two decades. As the student population grew, the need for additional classrooms emerged. The administration decided to relocate the library near the administration building. The then NMSAT/NMCAST Library was housed there for two decades until the institution was integrated into NORMISIST Cabadbaran Campus, now known as the Caraga State University-Cabadbaran Campus.
Even though the institution is already in its university status, the leaders remained dedicated to meeting the evolving needs of its community. The university officials at the time proposed infrastructure projects like the construction of new buildings to cater to the increasing student population. One of the proposed projects was the construction of a state-of-the-art library. Fortunately, the proposed CSUCC Athenaeum was realized through the effort and leadership of then-university president Dr. Anthony M. Penaso and Campus Chancellor Dr. Marilyn B. Castillo.
The construction of CSUCC Athenaeum began in December 2017 and completed in September 2019. Library resources such as learning materials, computers, furniture and fixtures, and an Integrated Library System were purchased as part of the development of the state-of-the-art library. With the advent of information technology, the library continually updates its resources to transition into a learning commons.
With its new location and facilities, the CSUCC Athenaeum continues to serve the academic community, offering a new learning environment. As a hub for literary and scientific exploration, it is designed to inspire generations of students, fostering the creation of new knowledge.
Who Can Use the Library
The following are allowed to use/borrow materials from the library:
- All bona fide students of CSUCC.
- CSUCC faculty and administrative staff.
- CSU alumni, visiting scholars and researchers from private and government agencies.
General Rules of Conduct
- All library users are expected to respect the right of others to study in a quiet environment.
- Silence must be observed.
- Smoking, eating and drinking are not permitted in the library.
- Student who engage in disruptive and inappropriate behaviors are asked to leave the library.
- Laptops, cellphones, and tablets must be put in silent mode while in the library.
- Observe proper dress decorum.
- Stealing, destroying, vandalizing, and tearing of books are strictly prohibited.

Circulation Policies for Users
Undergraduate and Graduate Students
- Students are required to leave their ID and filled-up book card whenever they are using resources inside the library.
- All undergraduate students are entitled to borrow two (2) books for two (2) days, renewable for one (1) time only.
- For fiction novels, it can be borrowed up to one (1) week, renewable for one (1) time.
- The borrowing of books starts at every 3:00 P.M. every day and must be returned not later than 10:00 A.M., the following day, for in-demand and reserve books. It is in first reserve, first to borrow rule.
- A fine of Php 10.00/day will be imposed to those who failed to return the book within the specified time.
Faculty
- Faculty members are allowed to borrow 5 books per semester.
- A clearance is required to faculty members regardless of their status.
- Failure to submit clearance cannot borrow next year.
Administrative Staff
- Administrative staff are entitled to borrow 2 books for 2 days.
Students from Satellite Campus
- Students coming from CSU Satellite Campus are entitled to utilize library resources provided they present their university ID. They are not entitled to borrow books for outside use.
Outside Visitors and Researchers
- Outside visitors and visiting researchers are authorized to use library resources given that they present an ALINET form or referral letter from their instructor/teacher/adviser. They are charged Php 20.00 per visit.
Policies for Using Computers and Tablets
- All CSUCC students are allowed to use computers and tablets. Students can use computers and tablets for one (1) hour and two (2) hours respectively with the option to extend if there are no other users on queue.
- Students must surrender their validated school ID at the Internet Hub In-charge to borrow tablets.
- Tablets are allowed to be used inside the Internet Hub only.

Book Borrowing & Returning
This service is offered to allow library users to borrow books from the library which are relevant to their learning and research needs. Here are the steps in borrowing books:
- Onsite users may visit the Second Floor of the CSUCC Athenaeum to select books they want to borrow. Remote users may also browse the collection of books through the Library’s Online Public Access Catalog (OPAC) which can be accessed at http://library.csucc.edu.ph/liberty/libraryHome.do.
- Borrowers need to secure a borrower’s card which costs ₱10.00. Present a validated school ID or Certificate of Registration and provide a 1 x 1 ID picture to be attached to the borrower’s card. Use the borrower’s card for every borrowing transaction.
- Fill-in the book card located at the back of the book and give it back to the Circulation Librarian or Library Staff. Claim the book to complete the process.
